To whom it may concern:

Dear Sir/Madam,

I am writing requesting some help? I've been DENIED for a transfer to
my country under the treaty between the United States and Mexico.
I've been incarcerated since August 1991, and was not told about how
to contact the Mexican counsel. I had wrote the counsel asking for
some help, but their answers are negative. They can't do anything
till I am released from prison? I need the hel now! Immigration has a
detainer on me? I was seen by an Immigration Officer not by the judge
as required by law, he asked, "Are you want to be deported?" and told
me to sign some papers that I was not allow to read.

Then after trying to get some help I was told to apply for the
Prisoner Exchange Program, and was DENIED by the state of Texas.

Your time and cooperation will be appreciated.

Mr. Cardona:

This office has reviewed your request to be transferred to Mexico to
serve the balance of your sentence under the governing treaty between
Mexico and the United States. Under the terms of the treaty, the
Mexican government, the United states government, the State of Texas
and the prisoner must all give consent to the transfer.

In Texas, the Governor is authorized, pursuant to article 42.17 of
the Texas Code of Criminal Procedure, to act on behalf of the State
of Texas to grant or deny a state prisoner's transfer application.

After careful consideration, your request for transfer has been
denied in the interest of fulfilling Texas' criminal justice
objectives.
